Abstract

This capstone paper synthesizes the eleven preceding papers in the Sovereign Digital Infrastructure Series into a single reference architecture — the Sovereign Stack — organized by the four-plane framework introduced in SDIS-01. It traces the arc of the series as a whole, maps each layer of the stack to its governing paper, and presents a consolidated maturity scorecard spanning all layers. It proposes a sequencing roadmap for institutions building sovereign infrastructure from a low-maturity starting point, prioritizing investment order by risk reduction per unit of cost rather than architectural completeness for its own sake. It presents seventeen case studies synthesizing patterns that recur across the series and closes with economic and organizational considerations, a seven-phase implementation roadmap, a glossary, and a full-stack self-assessment checklist.
